Need a planing tool for my website (WILL BE PAYING)

Hi, I need someone that can help make a plaing tool for my website.
We lose a lot of money when people call us to get a price on our renovation jobs, so we have to drive up to them to meassure the walls.

I heard it would be better to program this in JavaScript instead of actionscript 3.0.
