Help on making a chance button. (HTML)

I would like some help on making a button using HTML that then gives you a percentage chance to go to link 1, link 2 or link 3.

Want the code to go a little like this:

User hits button.
Choose a link from the 10~ options.
Link1: 10%
Link2: 75%
Link3: 1%
Link4: 7%
Link5: 7%

Opens new tab.
Probably Link2 (Since that has highest chances)
