Help with frames in CSS/HTML

I'm trying to make my links scroll to a certain point on the same page. However I am having trouble because the links are in the top portion of the screen which is "frame_a". The links wont work to scroll because they arent in the same frame as points on the page I want them to scroll to. Any advice? By the way I am a beginner so my code might not be great.
